为什么国外客户要求做使馆加签
答：近几年来，我国向拉美、非洲、中东等country和地区的出口逐年增加，尤其是轻工业品占有较明显的优势，这些country和地区已成为我国对外出口的新兴市场。这些country处于保护本国市场的需要，纷纷制定了严格的贸易保护政策，其中许多要求我出口商品单证必须经过进口国驻我国使馆的加签，才可办-理通关手续。目前，要求使馆加签的主要country有阿根廷、埃及、沙特、伊朗、阿联酋、土耳其等，但除中东、南美、非洲等地区，一些欧美country也正加入到这一行列中来。

外交部领事司和使馆加签
对申请单位提交代理的单据文件审核后，对于可以办-理领事加签的单据（如产地证）和官/方机构、公证部门出具的文件（例如商检局出具的商检证、动植物检疫局出具的动植物检疫证明等），可按要求直接送外交部领事司进行加签。对拟办-理的领事加签，属于贸促会加签范围的单据文件，如：INV、提单、屠宰证、商检公司出具的商检证、保险公司出具保险单等，先由贸促会直接加盖单据证明专用章予以加签，然后送外交部领事司加签。对于需制作国际商事证明书的，先交中国贸促总会出具国际商事证明书，再送外交部领事司。

在领事加签中，由我国外交部领事司对单据文件先进行加签是外国驻华使馆领事加签的先决条件。作为领事加签的前提和必经的程序，我国外交部领事司的加签是代表country对涉外商业单据文件进行审查。因此，对于需要领事加签的单据文件在外国驻华使馆加签前，必须先由我国外交部领事司加签，而不得直接交使馆加签。
外交部领事司办妥加签后，由外交部驻外机构服务中心送外国驻华使馆办-理领事加签。
如何申请办-理使馆加签
1．提交《领事加签申办表》（1）和《领事加签申办表》（2）各一份正本；
2．提交需经贸促会加签的全套资料（所有的使馆加签必须先经贸促会加签）；
3．提交需加签的文件及其复印件二份。
4、个别有特殊规定的使馆按其特殊规定办-理；
您的文书拟送香港特区使用如何办-理确认手续?
送往香港特区使用的涉外公证/书需在外交部领事司办-理确认手续，而不是办-理领事加签。这一点请您一定要记住。
